In April 1990, the Desert Tortoise was listed as a federally-
threatened species throughout Clark County. Local government agencies worked together to ensure protection of the tortoise under the federal Endangered Species Act of 1973.
Clark County took the lead to prepare a short-term habitat conservation plan. In 1995, the Clark County Desert Conservation Plan was created to minimize, monitor and mitigate the impacts on the Desert Tortoise on non-federal land.
The Water Authority serves on the Implementation and Monitoring Committee, which reviews and comments on the progress of the Desert Conservation Plan's implementation. The committee also assures all interested parties have notice of and ability to comment on the habitat management decisions and implementation measures.
